This is how the search bar one-off buttons work. From bug 694291 comment 22:

The first click will have to be on the history drop down arrow (right side of the location bar), but a click afterwards on a one-off button should open the search engine.

Due to bug 1547671, the one-off buttons aren't shown with an empty field, so I'll close this. (Resolving as "invalid" seems like the most accurate choice since the circumstances for this bug don't occur anymore, but I don't mean to suggest it wasn't ever a valid bug :-)
