This expires in 55 and hasn't worked for a long time since Telemetry initialisation was moved anyway.
From the time when it did work the highest number of failures we saw was for Release 47 with 99 out of 235+ million reports (we only saw 1 out of 99+ million on 48), so I think it's safe to remove instead of trying to fix it.
