13711 - Migration of POP account doesn't bring over all folders and messages

Using 19990913 build on win98, when you migrate a POP account you don't get all
your folders and all your messages.  Seth knows about this bug and I believe he
has a fix.

1. Launch messenger using -installer
2. Select a POP account you haven't used with Seamonkey yet and click Start
3. When the browser comes up, select Messenger from the Tasks menu

Result:  Did not see any of my messages in Inbox and the folder I created
Expected:  To see all my POP folders and messages

this is windows only.

I fixed this bug this morning.

other side effects of the bug:
	news was not getting migrated
	Local Mail, when using imap, was not getting migrated

marking fixed.

this did not happen on Linux.
