We decided not to do a responsive version of the overlay so this is expected. It's designed to work in windowed mode on a 1024 x 768 screen. The thinking was that if you've got the Firefox window smaller than that, you are probably doing something else. Also, clicking outside the tour part (the transparent purple layer) will also dismiss the overlay.
Removing the whiteboard as the overlay is not designed to be responsive.

as commented by UX and PM, this is by design and its a WONT FIX.
remove whiteboard tag.

Note that it is possible to make the window so small that it is impossible to click outside of the tour overlay to close it.
