Seems that we'll have a hard time to change the merge dir soon enough for compare-locales 2.0, add a hack so that we can go back to the old directory style. Probably good enough to set the locale to '' or '.' when computing the merge path. *shiver*
Actually, well, let's not do this, but bug 1370506 instead. Not blocking the 2.0 release in bug 1372254, and WONTFIX.
