Allow WebExtensions to style the XUL interface

Details
Regular old extensions like Stylish are able to apply CSS to the XUL interface by using the XUL namespace in CSS and declaring the style as an user agent style:
@namespace url(http://www.mozilla.org/keymaster/gatekeeper/there.is.only.xul);
It'd be great if there were a way for WebExtensions to apply CSS to XUL as well.

There are multiple other bugs about why we aren't doing this.
But overall, this doesn't fit in with the the WebExtensions Vision document: https://wiki.mozilla.org/WebExtensions/Vision and instead we are working on a new Themeing API as per this blog post: https://blog.mozilla.org/addons/2017/02/24/improving-themes-in-firefox/
