steps to reproduce:
1. On your nightly install a few legacy extensions like Adblock Plus, Video Download helper
2. In about:config, toggle the value of extensions.legacy.enabled to false
3. Load about:addons
4. Click on the Legacy Extensions tab. Notice that all the legacy extensions have now moved to this tab
5. Keeping about:addons on Legacy extensions, toggle the extensions.legacy.enabled to true
6. Notice the changes to the Legacy Extensions tab.

expected behavior:
User switches back to Extensions tab in the add-ons manager at least after a refresh

actual behavior:
* Legacy Extensions tab is missing its name
* Legacy extensions now have a disable button listed
* Changes don't apply even after a refresh but are fixed only after restarting the browser.

At the least, we should clearly inform the users that after toggling the pref, it is required to restart the browser.

Restarting the browser isn't actually required to apply the pref changes, this is all about the UI in about:addons.
As I understand this, this is all limited to the case where the legacy extensions pane is open at the time the pref is toggled.
