The sidebar list order is determined by installation time initially, then after restarting it is ordered by the ID of the extension. So a sidebar with ID "aaaaaaaaaaa@top" will always be at the top and extensions with a generated ID will be randomly positioned. The order should be determined by the title of the sidebar.
