When no other windows are open, Mozilla will pop back up after you try to
minimize.  If there is another application running then Mozilla will stay
minimized but once everything is minimized Mozilla will still pop back up

Reproducible: Always
Steps to Reproduce:
1.Minimize Everything expect for mozilla
2.Try to minimize mozilla
3.

Actual Results:  Mozilla Poped back up

Expected Results:  stayed minimized so I can see my windows desktop
