[WebExtensions] Failed downloads have in_progress state

Steps to reproduce:

1) Unpack the attached addon
2) "Test the addon" by running: "web-ext run"
3) Debug the addon and watch console, look for messages like "in_progress downloads count: "
4) Now we need a failed download - start downloading a bigger file
5) Ideally cut off internet availability without disconnecting. I do it by connecting to my phone's internet and switching off "data" in the phone.
6) After a few seconds Firefox shows one failed download.



Actual results:

WebExtension download state stays "in_progress". See the addon debug console still showing "in_progress downloads count: 1".


Expected results:

WebExtension download state should change probably to "interrupted".
