137409 - Preferences window will not close after having selected Language options

Whenever you go to the preferences window and expand Appearance and click on
Language/content, then go to another option and click OK. The window will not close.

Reproducible: Always
Steps to Reproduce:
1. Open the preferences, expand Appearance menu select Language/content then
choose another option (any option, e.g. Themes), click OK

Actual Results:  The window doesn't respond to the OK button.

Expected Results:  Save and close

I know this is getting close to #135431, but since it's a different option (and
reproducable) I've decided to create a new entry, hope that's okay.

Duplicate of "Preferences cannot be closed after visiting Languages/Content and
one more panel." (fixed in current builds, but broken in 0.9.9).
