that setting (at prefs -> navigator -> tabbed browsing doesn't open any kind of
window in a tab

This is not a very good report. Sorry.
You did not include a build # or a URL where this is reproducible.
In any case, that option does not currently work for windows opened by links to
target=_somename_.
If that's the case, then this is a duplicate of bug 105547.
Please give us a URL so that we can be sure.

tried window.open("pop.html","Fenster1",""); -> doesn't work
tried target="_blank" (to be seen at http://www.linuxfaqs.de ) -> doesn't work
any other way to open a window? (on which it may work..?)

This is just not implemented yet; bug 105547 covers removal of the pref option
pending implementation.
