Details

User Agent: Mozilla/5.0 (Windows NT 10.0; WOW64; rv:55.0) Gecko/20100101 Firefox/55.0
Build ID: 20170615063713
Steps to reproduce:
Upgraded from v54 to v55 (v2, two restarts) (Windows 10)
Actual results:
Firefox state got partially lost: I hat two windows, one with 2 tabs, one with 12 pinned and around 20 unpinned tabs. 2 Tab Window reappeared, in the other window all pinned tabs and one unpinned reappeared. Other unpinnend ones got lost.
Expected results:
I am pretty much used by Firefox, that it retains such state gracefully.

I know, it might be all my plugins, but there is more broken here. Whenever I restart ff55(now b3), now the number of tabs is OK, but all tabs, all but one and the pinned, are new empty ones.

Did few more experiments to get the restart thing more precise. FF53b3 now looks like:
Before restart: 2 windows, one with 2 tabs, one with 11 pinnend and m=2..4 unpinned tabs.
After restart: the 2 tabs window, all the pinned tabs in the other window and the FIRST and (if) UNFOCUSSED tabs of the unpinned. The other 1..3 tabs appear, but empty as new tabs.
Could well be, tabs are actually saved, but reconstruction on restart terminates early?!

Safe Mode fixes that problem. So FF55 breaks at some plugin. I do not consider this as a valid solution.

A dozen plugin deactivations later, it looks like IE Tab 4.0.20130422.1-signed.1-signed is the offending plugin. But I am still in an iterative process to reactivate the other ones again.

Thanks for the report, Frank.
I see this, too, but on a Mac.
I have two Firefox windows open (6 tabs and 22 tabs). After updating from 54.0.1 to 55.0.2, two Firefox windows open but the second window has 22 empty tabs.

Same here. Just tried it and started FF55 in safe mode.

As the analysis points into the direction of add-ons, I updated all addons. 10 updates where pending. Now after having updated all extensions, FF55 does not exhibit the issue any longer. Starts with all tabs open as expected.
