Steps to reproduce:
1. Enable e10s with dom.ipcProcessCount greater than 80
2. Open a lot of tabs of random websites and restart Firefox to unload them (they shouldn't have a content process)
3. Update from Firefox 54.0b2 to latest developer edition with the inbuilt updater (55.0b3 (64-bit))
Actual results:
All unloaded tabs get a content process (firefox.exe), consuming RAM as if the tabs were loaded
Expected results:
Unloaded tabs shouldn't have their content process until they're loaded.

I can't reproduce this anymore, so I guess it was fixed.
