Details

I'm guessing our python2 puppet / internal pypi repos are woefully out of date. I'm not sure how best to update that, since we may have unpinned deps somewhere that depend on them. We may need a pass of pinning, then repo updating, then bumping the pins in-tree. Once we do that we can look at keeping our deps up to date.
