1377001 - Changes to e10srollout for Beta 55

We want to expand multi to all eligible users (100%) and remove users with non-webextension extensions from the multi experiment. We are leaving 10% of users out of e10s entirely as a control group.

You should also bump the version number in case we decide to roll this out of the update cycle
