This is the Fennec equivalent of Bug 1249520. The basic idea:

* Add an about:config option where the user can specify their FxA server location, e.g. "https://accounts.stage.mozaws.net/"

* When the user goes to sign in to the browser, load the /.well-known/fxa-client-configuration endpoint to discover the various subsidiary URLs for auth-server, oauth-server, etc; e.g. https://accounts.stage.mozaws.net/.well-known/fxa-client-configuration
