137728 - need a "local files" sidebar

We need a local files sidebar that users can drag url's to to be downloaded 
via the download manager, and possible other creative ideas.

Reproducible: Always
Steps to Reproduce:
Needs to be in sidebar

Actual Results:  Not there

Expected Results:  List of local files in sidebar

Possibly add to the list a "favourites" folder that is a link to another 
location that where files are often saved, this would make it easier for a 
user to drag the url as they wouldnt need to search throught the tree.

This is really a dupe of bug 43873([RFE] Browse file system via the sidebar)
though there are some nice ideas here to make such a tab more useful.
