Steps To Reproduce:
1. Scroll Bookmarks and History subview by dragging scrollbar
Actual Results:
scrollbar flickers(width changes).
See attached screencapture(scroll Menu, Web Developer and Bookmarks)
0:14 Bookmarks, 0:26 History
Expected Results:
Scrollbar should not flicker like menu and Web Developer subview.
