1377915 - Increase default timeout for talos tests running on linux64-ccov.

From what I can see on the m-c pushes, talos-g5 and talos-tp5o/tp5n are consistently timing out now. We are not interested in their failures, only the coverage so we can increase the timeout slightly so that they pass. Furthermore, I haven't been able to find any hangs anywhere, they only run for longer then they should because the linux64-ccov build is slower than others.

This patch increases the amount of time that a page load is allowed to take from 5 seconds to 15 seconds (specified as milliseconds in the argument) when the Talos test suite is running on the linux64-ccov build.
