Environment: 
Device: LG G4 (Android 6.0), Huawei MediaPad M2 (Android 5.1.1);
Build: Nightly 56.0a1 (2017-07-04)

Steps to reproduce:
1. Launch Fennec and long tap on a bookmark; 
2. Tap on Edit -> Mobile Bookmarks -> New -> Folder A -> Save;
3. Perform a sync;
4. Add an article to reading list.

Expected result:
All Bookmark folders are displayed in top of the Bookmark Panel.
Reading List folder is displayed between folders and bookmarks not added in folders.

Actual result:
Reading List folder is displayed between "Desktop Bookmarks" and the new folders added.

per check it's a design before users are able to create their own folders. Something could be inproved in the future but maybe not urgent today (P3 first). ni Jack from UX for comment as well.

Agree with Wesly. This is not urgent. 

We could do something survey or user testing to see if users have problem with using this feature in the near future, and then consider redesign it or not.
