Cannot install Netscape on Win95.

Steps of reproduce
1. Click on N6Setup.exe
2. Click OK button on Netscape 6 Setup - Welcome dialog
3. Click Accept button on Netscape 6 Setup - Software License agreement dialog
4. Choose recommended on Netscape 6 Setup - Set up Type dialog and Click Next button
5. Click on Next button on Netscape 6 Setup - Selected Addtional Components dialog
6. Click on Next button on Netscape 6 Setup - Quick Launch dialog
7. Click on Next button on Netscape 6 Setup - Additional Options dialog
8. Click on Next button on Netscape 6 Setup - Start Install dialog

After all files are downloaded, the error dialog 
"1114: Could not load.  C:\Win95J\TEMP\ns_temp\xpcom.ns\bin\xpistub.dll".
will appears.

Tested 4-04 trunk, 4-15-1.00 and 4.16-1.00 branch build on Win95 US and Win95
JA.  This worked fine in 6.21 and 6.22 installer on Win95.
