Using keywords to classify bugs presents a high learning curve to the reporter.
 Firstly it requires knowledge of the keywords (keyword picker will ease this),
but applicability is subjective in many cases.

To assist this set of users, a sub-set of keywords could be flagged, to be
provided as a checkboxes on the bug entry form.  This could be accompanied by
the description.

The flagged set could be used in a number of ways:
1) As an example, b.m.o might define a list of 'basic' keywords to assist the
first-time reporter to include keywords like crash, dataloss, hang, and regression.
2) It might be that the list is better comprised of keywords which are 'common',
to ensure that lazyness is not the reason keywords are not added by the reporter.
3) In a well used keyword system, this set could include new or unused keywords,
as a reminder.

Various things such as inactive keywords (coming soon to a Bugzilla near you)
and keyword security, should make the keyword list easier to handle as well.
