Bug 1356317 turned on OMTC on windows for transparent windows. As dvander pointed out, that broke stuff with WR enabled - none of the dropdown menus in the toolbar work.
Turning off WR on widgets that don't support acceleration solves this problem, for now anyway. I don't know what our long-term plan is for this.
