There are multiple languages in Chinese macrolanguage, for which we can generally map to either zh-CN, zh-HK, or zh-TW to provide better font selection for content marked with those languages.
See the mailing list archive [1] for more context, and there is a proposed mapping from me in the thread [2] as well which we may take.
Blink has added this [3], though that is more extensive than I initially thought it needs to be.
Bug 484191 and bug 1244404 (mentioned in the thread) can probably be fixed together in this bug.
