STR 1:
Switch to another theme in customization.
STR 2:
Switch to a non-default theme and restart, try release/beta/nightly alternating.
Actual results:
One or more menus may lose translation, especially the Default.
Additional:
1. Name and description of Default theme are sometimes localized.
2. I can see the add-on localization lost in Add-ons Manager after switch theme and the issue happen.

This looks like a dupe of bug 1344058 to me, but please reopen if I'm missing something.
