XUL menubar is really special. It doesn't register access keys of its children to EventStateManager and handle access keys and F10 key by itself. Therefore, it needs to do something when remote content has focus.
There should be an automated tests like toolkit/content/tests/widgets/window_menubar.xul for testing event handling in nsMenuBarListener.
