We should consider doing this for all "subresource" requests, but WebSocket would be a good start. See also https://github.com/whatwg/fetch/issues/565.

We now pass the related WPTs added in the spec-discussion in comment 0, with the exception of timing out on the h2 serviceworker case, so I'm going to morph this bug to being about that.
