INTERMITTENT: Saving bbcamerica.com bbc.com cnn.com and abv.bg to the toolbar sometimes get lost or moved to the bookmarks folder

Details

1. Open the Nightly with an new profile
2. Make sure seeing the 1st-run page
3. Browse some websites and bookmark some websites
4. Open about:support in an new tab and click the refresh button to refresh Firefox
5. After restarting from the refresh, make sure seeing the about:welcomeback page
6. Restore the previous session and make sure previously-browsed websites are back
7. Make sure the bookmarked website exist
8. Close Firefox then reopen Firefox
9. Make sure the bookmarked website exist and Firefox runs as usual
10. Close Firefox and open the terminal
11. Launch Firefox with the command [1] or [2] to trigger auto-refresh
12. After Firefox starts up, make sure seeing the 1st-run page (not the about:welcomeback page)
13. Make sure the bookmarked website exist
14. Close Firefox then reopen Firefox
15. Make sure the bookmarked website exist and Firefox runs as usual
16. Done

[1] On Windows: <FOLDER_WHERE_FIREFOX_EXISTS>\firefox.exe -reset-profile -migration
[2] On Linux/Mac: <FOLDER_WHERE_FIREFOX_EXISTS>/firefox --reset-profile --migration

Expected:

Bookmarks should stay in the same location

Actual:

Bookmarks sometimes get lost or moved to the bookmarks folder

Some question to check with you:
1. Does this happen across platforms or only on the specific platform? Thank you.
2. This happened from the step 7 or 9 or 15?
3. Could you help out a thing that is take one latest release Firefox(not Nightly nor Beta) and try the step 1 ~ 9 only and see if this issue also happens?

This happens on Win 7. It happens randomly on step 7, 9, and 15. I will check tomorrow once I get into the office for your 3rd question and get back to you.

I'm able to reproduce the issue only on Nightly (20170713030205) and Firefox (54.0.1) with RTL Arabic locale. 
The issue is that the last bookmark I've saved is missing after refreshing Firefox.

Observe the number of saved bookmark before and after the browser is refreshed. 

I cannot reproduce the issue with US locale on Nightly nor on latest release builds.

The issue happened at steps 4 to 6 from the STR. The test failed at step 7 due to missing bookmark.

Thank you, Stefan and Justin, for checking this out.

Technically speaking, the bug 1376558 only touched sessions data, no bookmarks at all.
And from our trials on the 54 release, the issues happened on the release Firefox as well, which also says this issue has nothing do with our photon onboarding bug 1376558.

Remove the [photon-onboarding] whiteboard and the dependency on the bug 1376558 here.
Still leave this bug opened because it is surely an issue that should be fixed when we get the resource.
