The remote tabs list in the Synced Devices panel are very slow to load. It takes a couple of seconds, about 3 seconds actually. The spinner is prominently visible during this time.

The major problem though is that the panel's list is frozen while the load is in progress.

Ok, I think we can still leave this bug as is for the slowness problem.

By "slowness" do you mean "I see a spinner for several seconds when I switch to the panel"?
Your image shows that there are devices visible.
When the device hasn't synced within a few seconds, we'll trigger a sync on switching to this panel, and we'll show the existing data until that sync finishes. That is what I see happening in your image.
We likely can't make the sync any faster -- we have to go to the network -- and if we were to do so, it wouldn't be this bug per se.
If my interpretation of your report is correct, a better summary is "Spinner shown for too long during automatic refresh of synced devices".
What we could do:
- Show a much more subtle indication of refreshing -- e.g., an orange line or a micro-toast -- if we already have stale data to show.
- Don't show any indication of refreshing unless the user pulls to refresh.

If the sync can't be made any faster, that should be alright. My main issue is captured by Bug 1358467 which is that the list can't be scrolled while the spinner is visible. But, I see that the cells can be tapped while the spinner is running, which is a relief.
However, every time I go to the synced devices, I feel as if the view has frozen on me because I can't scroll and it isn't intuitive that the cells can be tapped. But, I wouldn't complain much about it other than Bug 1358467. Your suggestions of "an orange line or a micro-toast" is possibly a good way to go, but not necessary. I would be happy with Bug 1358467. I'm closing the bug, unless you think it needs to be worked on.
