I see this with a recent Nightly on 10.13 Beta (17A306f).
Steps to reproduce:
1. Make sure your Dock is set to always visible.
2. Go to http://blogs.sitepointstatic.com/examples/tech/full-screen/index2.html in Firefox and click the image.
Expected results:
The whole screen should be covered by a black background.
Actual results:
There's a gap on the bottom (or on whichever side your Dock is usually located).
The Dock itself is hidden, though.

Duping to Bug 1390125, since it has more information from Apple and tracking flags have been added.
