Currently, manually removing history removes history from the history pane, however the same item will appear in Recently Closed should you decide to close the tab.
There is currently no way to manually remove recently closed tabs.
As a user, I would expect that once I manually remove an item from history, I expect Firefox to completely forget about the item I opted to remove.
As a user, I should not have to use the nuclear option to Clear Private Date to wipe all instances of recently closed tabs.

Dev note: History wipe code should also wipe the recent tabs list (the latter _is_ a form of history)
