if Download Manager is the only window open in Mozilla, the Mozilla menu is the
only menu that works (in terms of dropping down the menu). opening a new browser
window from the keyboard works (Cmd-N), but attempting to open a new Mail/News
window does not (Cmd-2).

Reproducible: Always
Steps to Reproduce:
1. launch Mozilla.
2. Tools->Download Manager
3. close all other windows.
4. File->

Actual Results:  the menu bar highlights, but no menu drops down.

Expected Results:  the File menu should display.

this is in keeping with Mozilla's general problems with secondary windows being
open when no other windows are open.
