1382956 - stylo: ease the hazard tolerance number for Bug 1380133

An extra hazard is introduced in Bug 1380133. I'm going to ease the tolerance in this bug so we won't block the progress for fixing multiple real site issues for stylo. We could then fix it in a followup bug.

This is a quick work around for not blocking the progress of Bug 1380133.
We should definely investigate the real root cause sooner than later.
