If you drag the "i" icon in the addressbar to any spot on the toolbar you get a "not" indicator letting you know you can't drop it there. The problem is that the "not" icon is low-dpi on my high-dpi screen so it looks pretty awful.
Tested latest windows nightly build on a Surface Book with 3000x2000 resolution with 200% scaling.
