1383720 - Local file not loading in new tab

My home page is set to a local page of the form file:///path/to/index.html

Clicking on it was  loading fine but with the new activity stream new tab, nothing happens. The browser console says that this is blocked by security.

I have reproduced this Bug with nightly 56.0a1 (2017-07-24)  on Ubuntu 16.04, 64 Bit!

The bug's fix is now verified on latest Beta 56.0b8

windows 7(64 bit)

I have verified this bug as fixed with Firefox aurora 56.0b12 (build id:20170914024831)
