All thumbnails of Top site are not drawn If you open a local file(html, txt, js, css) in the past.
Media file(image, video, and pdf) does not seems to be affected.
Reproducible : always
Steps To Reproduce:
0. Start browser with new profile
1. Open a local file file://something.html or file://something.txt
2. Click [+] button so that new tab page will open
3. Restart Browser
4. Click [+] button so that new tab page will open
Actual Results:
Thumbnails no longer listed. see attached screenshot.
Expected Results:
Thumbnails should be listed.

Dupe of bug 1383859 which had a fix merge to mozilla-central via bug 1383917.
