Disable the clipboard bar until we have resolved the following issues:
- There is no way to disable this feature. I think it should be opt-in.
- the clipboard bar makes the whole app hang for 5 to 10 seconds if iCloud Pasteboard is used (copy a link on your mac, then open a new tab on your iOS device)
- It still shows more often than it should.
- Negative reports in App Store reviews
Let's bring it back when we have addresses some of these options, starting with an option to enable it in the Settings.
I am so sure that we had a 'Offer to open copied links' setting in a design.

This patch puts the Clipboard Bar behind a feature flag, disabled for Release.

Landed on master and uplifted to v8.x
One note: the ClipboardTests.swift did not exist in v8.x

Clipboard bar is disabled for build 8.1(4811) but it's still enabled in beta 8.1(4826).
