As discussed with Milan today, enabling apz.frame_delay.enabled on Nightly builds is a good way to flush out any other bugs with it, and gather user feedback on it.

Sorry about that, I just landed https://hg.mozilla.org/integration/autoland/rev/174e8648aae9 which probably caused the conflict.
