When Do not load any images is set images are either completly missing or
displayed as broken placeholder images. Clicking on images does not download the
image, View image from the context menu pops up a new window, but does not show
the image either.
Reproducible: Always
Steps to Reproduce:
1. Set image acceptance policy to do not load any images
2. Open a web page with images
Actual Results: See description.
Expected Results: Image placeholders should be displayed in place of images,
clicking on a placeholder should load and display the image clicked. View image
from the context meny should load and display the image in a new window.

related: bug 61711
This must be a dupe, but I couldn't see it immediately (ie
frontend support for the backend in bug 61711)
