Steps to reproduce:

On win7 64 bit system, I create sdp offer on firefox 54, but the video payload type does not support h264


Actual results:

the video payload type are VP8 and VP9


Expected results:

the video payload type should contain h264

Sorry that this fell through the cracks. We should support H264 in peer connections as long as the OpenH264 plugin has been installed. If you try again in Nightly, do you still see issues?
