The device list changes can take a long time to propagate between devices, which is pretty bad since a user that just connected a new device to Sync will expect to be able to send tabs to that new device without having to go into settings and perform a manual sync. All the bugs listed here have a big impact on making that list accurate most of the time. NB: This is filed under Desktop -> Sync but actually concerns the 3 platforms Sync is on.
