STR:

1. Flip the pref manifest.install.enabled=true
2. Open https://mobile.twitter.com
3. Bookmark -> options -> add to homescreen
4. Touch new Twitter icon on homescreen

Expected: mobile Twitter loads in standalone UI

Actual: mobile Twitter loads in new browser tab
This seems to work in today's Nightly

Nightly 57.0a1 (2017-08-28)
Google Pixel

STR:
* Enable - Settings -> Advanced -> Progressive Web Apps
* Load mobile.twitter.com
* Menu -> page -> Add to homescreen
* Touch new Twitter icon on homescreen
Same version, same STR, on Samsung Galaxy S8, opens in browser in a new tab.
