1386353 - Make pbengtsson superuser on Dev, Stage and Prod

Creating the first superuser is something that OPs needs to do.
Once at least one user is in xhe can create other superusers. 

The documentation only explains how to do this with docker-compose

Actions:

1. Figure out how to do this in Dev, Stage and Prod WITHOUT docker-compose. Ie. some equivalent "pure" docker command. 

2. Actually run this on Dev, Stage and Prod.

3. Change the documentation since developers who check out Tecken also need to create themselves as the first superuser. This documentation should be outside the documentation about configuration.

The blocker on going live is that we can't finish setting up thee first superuser on prod until we have a prod environment.
