1387007 - /clear-site-data/navigation.https.html causes subsequent tests to time out

Running /clear-site-data/navigation.https.html followed by another test in that directory causes the subsequent test to time out. I'm not sure what's happening here so I've just disabled the test for now.

It seems like this got un-disabled when we implemented the clear-site-data header, so I"m going to close. Note that the test does still seem to be flaky on Windows.
