Intermittent /hr-time/timeOrigin.html | Window timeOrigin is close to Date.now() when there is no system clock adjustment. - assert_less_than: Date.now() should be close to window timeOrigin. expected a number less than 500 but got 620.243408203125

New test added by bug 1386604. Very frequent failure on linux32-debug; occasional failures on other linux variants.

:jgraham, there are more hr-time related tests- these are failing on just about every configuration we have, can we get a fix for this or a disabled test soon?

Filed https://github.com/w3c/web-platform-tests/issues/7075 to get feedback from the test author. The fix here is changing the `+1` in the test to something >1  but I don't know what value is acceptable.
