This happens almost every time for me on my local build latest central (possibly for a different reason, dunno yet!), and so I don't feel confident checking any desktop code in until I resolve it.
Doesn't seem to happen on https://brasstacks.mozilla.com/orangefactor/?display=Bug&bugid=1388224&startday=2017-08-07&endday=2017-10-31&tree=all, but I could be reading or using that website incorrectly.
