I could see this bug since fastopen landed.
STR (see attached video):
1. set network.tcp.tcp_fastopen_enable to true
2. open https://fastaim.de
3. F12 > Network Monitor
4. Click on the reload button: everything is fine
5. Press Ctrl+F5: GET / shows 1502205128536ms for example
6. set network.tcp.tcp_fastopen_enable to false
7. Ctrl+F5: everything is fine
