Details

When the DevTools are opened the first time, there should be some notification bar shown at the top explaining what they are with some link to some more detailed description.

This will provide a way to get to know about them as well as prevent users from misunderstanding them as website tools as mentioned in bug 1105503.

Instead of showing this message, the first run experience for the Developer Edition mentioned in bug 1063057 could be extended to be shown in all release channels. Otherwise, the message could be shown in all non-DevEdition channels.
