It would be nice if the header/footer looked standard and modern, and perhaps a quick way of doing this is bootstrap. Let's call this an experiment, and see what can be done.

As an experiment, this was a good effort. I think we're going to need to have a discussion between multiple developers about if we want to go this direction or throw out a lot more frontend code and use something like React.
I believe using bootstrap would be a significant win but I'd want to make sure it wasn't wasted effort when we should be using something more modern.
